What is the Mandatory Special Necessities (MSN) Benefit?

The Mandatory Special Necessities (MSN) benefit provides extra funding to cover the cost of specific medical supplies and equipment required by ODSP recipients and their eligible family members.

These items are funded above and beyond your standard monthly basic needs and shelter allowances.

Covered Medical Supplies Under MSN

Under ODSP Directive 9.12, covered MSN items include:

  1. Diabetic Supplies: Blood glucose test strips, lancets, needles, and sharps disposal containers.
  2. Surgical Supplies & Dressings: Bandages, gauze, catheters, ostomy supplies, and irrigation solutions.
  3. Incontinence Supplies: Briefs, diapers, liners, and underpads for individuals over 5 years of age.
  4. Specialized Clothing: Custom clothing or footwear required due to severe physical deformities or medical conditions.

How to Apply: The MSN Request Form

Step 1: Request the MSN Form

Contact your local ODSP caseworker to request the official Mandatory Special Necessities Benefit Request Form.

Step 2: Doctor Certification

Have your prescribing doctor, nurse practitioner, or authorized specialist fill out the medical section. They must state:

  • The specific diagnosis necessitating the items.
  • The exact quantities required per month.
  • The expected duration of need.

Step 3: Direct Payment or Vendor Billing

Once approved by ODSP, funds can be paid directly into your monthly benefit check or billed directly by an approved medical supply vendor.

MSN approvals specify a duration (e.g., 12 months or permanent). Mark your calendar 60 days before expiration to request a renewal form so your supply deliveries are never interrupted!
