Reducing Household Utility Expenses on ODSP

Utility bills represent a major portion of monthly housing costs. Ontario offers several provincial energy relief programs specifically designed to lower electricity, gas, and water costs for low-income households and social assistance recipients.

1. Ontario Electricity Support Program (OESP)

The Ontario Electricity Support Program (OESP) provides an ongoing monthly credit directly on your electricity bill:

  • Monthly On-Bill Credit: Reduces your electricity bill by $35 to $75+ per month depending on household size and income.
  • Higher Medical Rates: Households that use electric heat or medical devices that consume high electricity (e.g. CPAP, oxygen concentrators, dialysis machines) receive enhanced monthly credits (up to $113+/month).
  • ODSP Exemption: OESP bill credits do not affect your ODSP shelter allowance!

2. Low-Income Energy Assistance Program (LEAP)

If you fall behind on electricity or natural gas bills and face disconnection:

  • LEAP Emergency Grant: Provides a one-time emergency grant of up to $500 per year ($600 for electrically heated homes) paid directly to your utility company to clear arrears.

3. Energy Affordability Program (EAP)

Offers free energy-saving upgrades for low-income homes, including:

  • Energy-efficient LED lighting and smart power bars.
  • Free replacement of old inefficient refrigerators or air conditioners.
  • Free home insulation and weatherstripping.
